Your home
Can You Host an Airbnb in Brisbane? It Depends on the Home
Whether you can host in Brisbane turns on whose home it is and whether you live there.
An apartment or home in a centre or mixed-use zone
AllowedCity Plan generally accepts short-term accommodation in centre zones without development approval, and Brisbane has no permit. Update the rates account (the Transitory Accommodation category applies), fit compliant smoke alarms and check the building's body corporate rules.4,6,7
A whole house in a low-density residential suburb (a second home, or your own home let while you are away)
Allowed with conditionsShort-term accommodation is impact assessable in the Low density residential zone, so letting needs a publicly notified development application. Council has said it will keep acting where short-term accommodation operates without the required approval, and the property is rated as transitory accommodation.1,4,6,10
Permit
Do You Need a Permit for Airbnb in Brisbane?
No. Nobody needs a Brisbane permit or registration to host. A host letting a whole dwelling in a zone where City Plan makes short-term accommodation assessable, such as the Low density residential zone, needs development approval from Council.3,4,11
- Issued by
- Brisbane City Council
- Valid for
- No permit exists, so nothing is issued or renewed. The proposed permit would have needed a 24-hour contact person, house rules, public liability insurance and the permit number in every advertisement, but Council is not proceeding with it.
- On listings
- No number needed on listings
- Platform checks
- Brisbane has no listing-number rule, so Airbnb does not check a Brisbane registration. Council says it will keep working with platforms on hosts whose guests repeatedly cause problems.
Who qualifies
- City Plan 2014 decides by zone whether short-term accommodation (accommodation of less than 3 consecutive months to tourists or travellers) is accepted development, code assessable or impact assessable.
- Short-term accommodation is impact assessable in the Low density residential zone and generally accepted development in centre zones.
- An impact assessable application is publicly notified before Council decides.
- Renting rooms while you live in the home is treated as a bed and breakfast, a home-based business that can be accepted development when it meets the Home-based business code.
How to apply
- Look up the property's zone and neighbourhood plan in City Plan online.
- Check Part 5 of City Plan for whether short-term accommodation is accepted, code assessable or impact assessable in that zone.
- Where approval is needed, lodge a development application with Council before letting; impact assessable applications are publicly notified.
- Tell Council's rates team about the change of use so the correct rating category is applied.
Applications go through the Brisbane City Council application portal .
Permit rules
- No short stay permit or registration
- On 12 May 2026 Brisbane City Council decided not to proceed with its proposed Short Stay Accommodation Local Law 2025, which would have created a permit. Hosts need no council permit, registration or listing number.3,4 In force since May 12, 2026
- No state register or licence
- Queensland has no statewide register or licence for short-term rentals. A State-commissioned review recommended a centralised registration system, and in August 2023 the Government said it would consider a register, but none has been introduced.18,19,21 In force since August 2, 2023
- Council works with platforms on problem hosts
- The Lord Mayor said Council will keep working with platforms to crack down on hosts whose guests repeatedly cause problems, while enforcing all existing local laws.4 Applies to: hosts and booking platforms · In force since May 12, 2026

- Rooms let while you live there: Owner Occupied with Guest Accommodation
- An owner-occupied home where part of the land is used for paid guest accommodation sits in category 1ga: 0.2561 cents in the dollar with a minimum of A$1,139.60 for 2026-27. - A body corporate by-law cannot restrict the type of residential use of a residential lot, so apartment buildings cannot generally ban short stays by by-law. Planning rules and any building approvals still apply.14 Applies to: apartments in community titles schemes
- Outside the City of Brisbane, each council sets its own approvals
- Greater Brisbane includes councils other than Brisbane City Council. Redland City Council, for example, requires a development application for material change of use for short-term accommodation, code or impact assessable depending on the zone, unless the stay is a home-based business.20,21 Applies to: hosts in Redland, Logan, Moreton Bay and Ipswich

Method
How These Rules Were Checked
Each rule on this page was checked in October 2026 against the official source cited beside it: the ordinance or statute, the permit office's own pages and the tax authority. Airbnb's help pages are cited on their own only for what Airbnb itself does, such as the taxes it collects and the permit checks it runs, and otherwise only beside an official source; news reports only for when a change was announced. Rules that could not be confirmed on an official page are left out. The Redland City Council and Queensland Fire Department pages were read from Internet Archive copies.
Rules change with council votes, court rulings and new state laws, so the page is rechecked every three months and whenever a scheduled change takes effect. It summarizes the rules for information and is not legal advice; the local authority has the final word on any application.
Listing figures come from AirROI's tracking of 4,480 active Brisbane Airbnb listings over the 12 months to September 2026.
