Your home
Can You Host an Airbnb in Christchurch? It Depends on the Home
Whether you can host in Christchurch turns on whose home it is and whether you live there.
Your own home, renting a room while you live there
AllowedHosted accommodation is permitted in most residential and rural zones with no night cap, for up to 8 guests at a time (10 in a listed heritage building). Notify the council first, keep records of nights, keep bookings under 28 days, and do not use a family flat.3,4
Your own home, rented whole while you are away
Allowed with conditionsUnhosted letting is permitted for up to 60 nights per 12 months in residential zones (180 in rural zones and some Banks Peninsula, Small Settlement and Large Lot areas), up to 8 guests, with notice to the council, records, a local contact for neighbours and written guest instructions. Beyond that, or inside the 50 dB airport noise contour in several residential zones, a resource consent is required.3,4
A second home or investment house let year-round in a residential zone
Allowed with conditionsLetting a whole residential-zone house to guests for more than 60 nights a year is not permitted without a resource consent, and a property used mainly for short-term accommodation or holding a consent is rated at the business differential (2.00 in 2026/27).3,6,8,9
An apartment in a multi-unit building or the central city
Allowed with conditionsThe District Plan sets no specific requirements for home-based visitor accommodation in mixed-use zones, including the Central City and South Frame, but the Building Act can treat regular short-term letting of an apartment as a change of use; the Ministry confirmed a Christchurch notice to fix in August 2026. Body corporate rules also apply.3,13
A rural property
Allowed with conditionsHosted stays have no night limit; unhosted stays are permitted for up to 180 nights per 12 months for up to 8 guests (4 in an area exposed to higher aircraft noise), with notice to the council, records, a local contact and guest information about hazards, stock and rural activities.3
Permit
Do You Need a Permit for Airbnb in Christchurch?
Yes. Short-term rental hosts in Christchurch need the Visitor accommodation notice of commencement from Christchurch City Council. It costs NZ$0.3,4,7,10,21
- Who needs it
- Anyone starting to rent a house, unit or heritage building as hosted or unhosted visitor accommodation in a residential or rural zone. Commercial zones and the Accommodation and Community Facilities Overlay need no notice.3,4,7,10,21
- Issued by
- Christchurch City Council
- Valid for
- Lodged once, before the first booking. For unhosted stays the 60-night (180 in rural zones) allowance is counted in 12-month periods starting from the commencement date given to the council.
- On listings
- No number needed on listings
- Platform checks
- The notice form asks for the property, zone, guest and night limits and a local contact, not a listing or registration number. The council says it has difficulty identifying hosts who have not notified it, and Airbnb’s New Zealand hosting guide sends hosts to their council for the rules.
Fees
| Fee | Amount |
|---|---|
| Notice of commencementNo fee is listed on the council notice form or in its 2026/27 resource management fee schedule. | NZ$0 |
| Resource consent deposit (non-notified, short-term visitor accommodation in a residential unit)Only needed when a permitted limit is exceeded. GST included. A deposit, not a fixed fee: processing costs above it are invoiced at NZ$135 to NZ$250 an hour, and a limited notified application carries a NZ$10,000 deposit. | NZ$2,500 |
Who qualifies
- Each booking is for fewer than 28 days
- The accommodation is not in a family flat
- Guest numbers and nights stay within the zone limits (8 guests, or 10 in a listed heritage building; 60 unhosted nights in residential zones, 180 in rural zones)
- Unhosted accommodation within the 50 dB airport noise contour in the Medium Density Residential, Residential Suburban, Residential Suburban Density Transition and Residential New Neighbourhood zones needs a resource consent instead
How to apply
- Find the property’s zone on the council’s District Plan property search and check the Other Notations tab for the airport noise contours.
- Check the stay meets the permitted rules for that zone: hosted or unhosted, guest numbers, nights, bookings under 28 days, and not a family flat. If it does not, apply for resource consent instead.
- Prepare guest instructions and, for unhosted stays, the contact details of a local person or company who manages the property for adjoining owners and occupiers.
- Complete the online Visitor accommodation notice of commencement form before the first booking and attach the guest instructions.
- Keep records of the nights and dates booked from the commencement date and give them to the council on request.

Method
How These Rules Were Checked
Each rule on this page was checked in October 2026 against the official source cited beside it: the ordinance or statute, the permit office's own pages and the tax authority. Airbnb's help pages are cited on their own only for what Airbnb itself does, such as the taxes it collects and the permit checks it runs, and otherwise only beside an official source; news reports only for when a change was announced. Rules that could not be confirmed on an official page are left out. The Christchurch City Council website, legislation.govt.nz and the Ministry of Business, Innovation and Employment website block automated readers, so those pages were read in a browser.
Rules change with council votes, court rulings and new state laws, so the page is rechecked every three months and whenever a scheduled change takes effect. It summarizes the rules for information and is not legal advice; the Christchurch City Council has the final word on any application.
Listing figures come from AirROI's tracking of 2,490 active Christchurch Airbnb listings over the 12 months to October 2026.
