Your home
Can You Host an Airbnb in Truckee? It Depends on the Home
Whether you can host in Truckee turns on whose home it is and whether you live there.
Your own home, rented whole while you're away
Allowed with conditionsAllowed only with a short-term rental certificate. With the 1,255 cap full, a host without one joins the waitlist (about 19.6 months on September 8, 2026) and cannot advertise until a registration is released; a current holder renews each year for $478.7,8,10
A room in your home while you are there
Allowed with conditionsAn owner living in the home as a primary residence can register one bedroom as a hosted rental: up to two guests, the owner on site, a $100 non-refundable deposit at application and renewal every three years. Hosted rentals are not allowed in accessory dwelling units.5,7,12
Permit
Do You Need a Permit for Airbnb in Truckee?
Yes. Short-term rental hosts in Truckee need the short-term rental Transient Occupancy registration certificate from the Town of Truckee Short-Term Rental Division. It costs $478 in the first year (A one-home host pays the Town $478 for the first registration (the $100 waitlist deposit plus a $378 balance) and $478 each year to renew, plus a $500 fire inspection fee to the fire district once every three years.) and $478 a year to renew.2,5,6,7,8,9,10,11,13
- Who needs it
- Every operator of a home, room or other residential unit rented for 30 nights or fewer, including each listing on Airbnb. Stays of 31 nights or more are outside the ordinance. Owners living in the home who rent one bedroom need a separate hosted rental certificate.2,5,6,7,8,9,10,11,13
- Issued by
- Town of Truckee Short-Term Rental Division
- Valid for
- A short-term rental certificate expires on December 31 each year and is renewed online from November 1 to December 31. A hosted rental certificate expires on the third March 31 after it is issued. A certificate ends when the property is sold.
- Processing
- No certificate can be issued until one is released under the cap. On September 8, 2026 the Town estimated a 19.6-month wait for the 324 applicants on the waitlist, and a called applicant has 30 days to register.
- On listings
- The number must appear on every listing
- Platform checks
- The Town contracts GovOS to scan internet listings and match them to registered properties; a listing without a registered certificate number is a violation and can be cited.

Who qualifies
- A registration certificate must be available: the Town caps short-term rental certificates at 1,255, and applicants join a waitlist once the cap is reached
- No new certificates for accessory dwelling units, junior accessory dwelling units, multi-family units (condos, townhomes, apartments) or mobile homes in a mobile home park

- A local contact person who can answer by phone within 30 minutes at all hours and reach the home within 60 minutes after a citation

- Check that the home is eligible: not an accessory dwelling unit, multi-family unit or mobile home, owned for at least 365 days, and with no open code case.
- Sign up for the waitlist on the Town's online sign-up sheet, which time-stamps and holds your place.
- When the Town invites you, submit the waitlist application with the $100 non-refundable deposit.
- Wait for a registration to be released; the Town releases certificates as existing holders drop out and notifies the next applicant in line.
- Within 30 days of the notice, complete the registration in the Short-Term Rental Portal, pay the $378 balance and submit the fire safety self-certification form and the local contact person's details.
- Schedule the Truckee Fire Protection District inspection within three years, file quarterly tax returns in the portal, and put the certificate number on every listing.
Applications go through the Town of Truckee Short-Term Rental Division application portal .
Permit rules
- Registration certificate required for every short-term rental
- Operating or advertising a short-term rental in Truckee without a Transient Occupancy Registration Certificate is unlawful and is penalized under Municipal Code section 5.02.060. Each short-term rental unit needs its own certificate.5,11 In force since January 1, 2021
- Waitlist: 30 days to register when called
- Once the cap is reached, applications go on a waitlist served in order of the date of receipt. When a registration becomes available, the next applicant has 30 days to register before the Town moves to the next person in line.2,8 In force since May 12, 2022
- Renew every year between November 1 and December 31
- A short-term rental certificate is renewed through the Short-Term Rental Portal from November 1 to December 31 for $478. A host who misses the window loses the certificate and returns to the waitlist.7,10
- Certificate number, guest limit and parking on every ad
- Every advertisement must show the property's registration certificate number, the maximum number of occupants and the maximum number of parking spaces on site. Rentals must also post occupancy, trash, parking and fine information inside the home.6
- Airbnb does not collect or remit Truckee's hotel tax
- The Town states that listing platforms such as Airbnb do not automatically collect or remit transient occupancy tax for any property in Truckee, so the host files and pays it every quarter.11,18
- The Town scans online listings for unregistered rentals
- The Town pays a consultant, GovOS, to find homes advertised online that are not registered with the Town and not paying tax, and it invites tips on operators who do not charge occupancy tax.11
- Advertised price must include mandatory fees
- Since July 1, 2024, California's Honest Pricing Law (SB 478) bars a host or platform from advertising a short-term rental price that leaves out mandatory fees; government taxes and fees may be listed separately.4 In force since July 1, 2024
Who can host
Who Can Host an Airbnb in Truckee, and Where
California state law applies on top of Truckee's own rules: the California short-term rental regulations page covers the state license and what cities and counties can and can't regulate.
- Cap of 1,255 certificates, now full
- The Town caps short-term rental certificates at 1,255 town-wide, a limit in force since May 12, 2022. The Town reports the cap is reached and no registrations are currently available.2,8 In force since May 12, 2022
- No new certificates for condos, townhomes, apartments or ADUs
- The Town issues no new certificates, and accepts no waitlist applications, for accessory dwelling units, junior accessory dwelling units, multi-family units such as condos, apartments and townhomes, or mobile homes attached to a chassis in a mobile home park. Existing holders could renew, and developments originally approved as lodging units are an exception for multi-family buildings.2,9 Applies to: Condos, townhomes, apartments, ADUs and mobile homes · In force since May 12, 2022
- 365-day wait after buying a home
- A new owner may not apply for the waitlist until 365 days after the sale, even when the purchase predates the ordinance. A certificate expires when the property changes hands, whether or not the buyer informs the Town.2,9 Applies to: Buyers of homes · In force since May 12, 2022
- No primary-residence requirement for a whole-home certificate
- A short-term rental certificate does not require the owner to live in the home: the application asks only whether the unit is the owner's primary or secondary dwelling. Only the hosted rental certificate is limited to an owner's primary residence.2
- Hosted rental: one bedroom in the owner's own home
- An owner who lives in the home as a primary residence may rent one designated bedroom under a hosted rental certificate, for up to two guests, with the owner on site. Hosted rental registrations renew every three years and are not allowed in accessory dwelling units or detached living areas.5,12 Applies to: Owner-occupied homes · In force since April 1, 2025
Operating rules
Operating Rules for Truckee Short-Term Rentals
- Stays of 30 nights or fewer are short-term rentals
- A stay of 30 nights or fewer is a short-term rental and needs the certificate; a rental of 31 nights or more is a long-term rental outside the ordinance and owes no occupancy tax. Advertising a home for 30 nights or fewer is itself a citable offense.5
- Two guests per bedroom plus two
- A short-term rental may sleep no more than two people per bedroom plus two additional people, not counting children under 13. The limit applies between 10 pm and 7 am and is printed on the certificate.6
- Quiet hours 10 pm to 7 am
- Guests must keep to the Town's stricter nighttime noise standard between 10 pm and 7 am, and the nighttime noise restrictions must be posted inside the rental.6
- Local contact person on call around the clock
- Each rental needs a designated contact who answers the Town's 24/7 helpline by phone within 30 minutes and resolves the problem within 60 minutes. For a year after any citation, the contact must be able to be at the rental within 60 minutes.6
- On-site paved parking only
- A rental must provide on-site paved parking, and no vehicle may be parked on the street or in an unpaved area. Each listing states the number of parking spaces available on site.6
- Weekly two-can trash service and a bear bin
- Each rental needs weekly two-bin garbage service, a bear-resistant bin or enclosure, and no trash left outside.6
- Fire extinguishers, smoke and CO alarms, visible address
- Each rental must have working fire extinguishers, smoke alarms, carbon monoxide detectors, visible address numbers and defensible space, and the host submits a fire safety self-certification form with the registration.6
- Fire district inspection every three years, $500
- The Truckee Fire Protection District inspects each rental within three years of the first registration and every three years after. The fee is $500 under the district's 2026 schedule, and failing to complete the inspection can bring suspension or fines of up to $1,500 a day.5,13 In force since January 1, 2026
- No charcoal grills, wood fire pits or campfires
- Charcoal grills, wood-burning pits, bonfires and campfires are prohibited; propane grills and gas fire pits are allowed if set back 10 feet from any structure or combustible material.6
- No weddings or commercial events beyond the occupancy limits
- Weddings, corporate events and similar commercial functions are prohibited unless they stay within every short-term rental requirement, including occupancy limits, parking and noise.6
- A certificate gives no vested right
- Accepting a certificate means accepting that the Town may change the rules at any time, up to a complete prohibition on short-term rentals.2
Taxes

14% on the nightly rate, cleaning fee and other mandatory charges (12% hotel tax plus the 2% tourism assessment), which the host collects and remits because Airbnb does not collect it in Truckee.

What the host still handles
- A Transient Occupancy Registration Certificate from the Town's Short-Term Rental Division, which also sets up the host's account in the Short-Term Rental Portal
- Quarterly TOT and TTBID returns in the portal, due May 1, August 1, November 1 and February 1, filed every quarter even when no guests stayed
- Add the 14% to the listing price or as a line item, because Airbnb does not collect or remit it for Truckee properties
- A BOE-571-STR property statement for the Nevada County Assessor when the Assessor sends the request1,5,11,18
Fines
How to Avoid Airbnb Fines in Truckee
Fines in Truckee fall on hosting without the approvals described above, or outside the rules. With them in hand and the rules followed, none of the fines below apply.
- Fines for violating the short-term rental ordinance are up to $1,500 a day on a first administrative citation, up to $3,000 a day on a second within one year, and up to $5,000 a day on each further violation within one year. Guests, operators and contact persons can all be cited.6,7
- Operating a rental without a valid registration certificate draws a $500 fine on the first administrative citation; the escalating $1,500, $3,000 and $5,000 schedule then applies.7
- Three administrative citations within one year that are not overturned on appeal revoke the certificate; no new certificate is issued and the owner cannot join the waitlist for a year from the revocation.6,7
- Hosted rentals face lower fines: up to $500 a day on a first citation, $1,000 on a second within one year and $1,500 on each further violation.7
- Missing the fire safety inspection can lead to suspension of the registration or an administrative citation with fines of up to $1,500 a day.5
- Violating the short-term rental chapter is a misdemeanor and a public nuisance, and each day or part of a day is a separate violation.2
- A late hotel tax payment adds a penalty of 10% of the tax due for up to 30 days late, rising to 50% after more than 120 days, plus interest of 1.5% for each month delinquent.11

Method
How These Rules Were Checked
Each rule on this page was checked in October 2026 against the official source cited beside it: the ordinance or statute, the permit office's own pages and the tax authority. Airbnb's help pages are cited on their own only for what Airbnb itself does, such as the taxes it collects and the permit checks it runs, and otherwise only beside an official source; news reports only for when a change was announced. Rules that could not be confirmed on an official page are left out. The Revenue and Taxation Code section was read from an Internet Archive copy (as in the California state file), and the current online edition of Truckee Municipal Code Chapter 5.02 on Municode was read in a browser.
Rules change with council votes, court rulings and new state laws, so the page is rechecked every three months and whenever a scheduled change takes effect. It summarizes the rules for information and is not legal advice; the Town of Truckee Short-Term Rental Division has the final word on any application.
Listing figures come from AirROI's tracking of 1,610 active Truckee Airbnb listings over the 12 months to September 2026.
