Your home
Can You Host an Airbnb in Estes Park? It Depends on the Home
Whether you can host in Estes Park turns on whose home it is and whether you live there.
Your own home, rented whole while you're away
Allowed with conditionsAllowed with a Town vacation home license. In a residential zone you need one of the 322 capped licenses, which means winning the waitlist lottery; in a commercial zone there is no cap. You also need a local representative within 20 to 30 minutes.1,5
A room in your home with you present
Allowed with conditionsAllowed under the same license. Since December 2025 a vacation home may host its resident and nightly guests together, with everyone counted toward the limit of two per bedroom plus two, and the $1,500 housing fee still applies.1
Buying a home that already has a license
Allowed with conditionsOnly licenses held since before October 18, 2021, or for non-residential homes, transfer to the buyer, who files within 30 days. Any other residential license ends at sale and the buyer must enter the lottery.5
A guest house or accessory dwelling unit on the lot
Not allowedA residential lot that contains an accessory dwelling unit cannot hold a vacation home license, and employee, attainable and workforce housing units are excluded.1
A home outside town limits in the Estes Valley
Allowed with conditionsThe Town license does not apply. Larimer County licenses these homes, caps residential-zone licenses at 208 with a waitlist, and charges a $250 renewal fee every two years.11
Permit
Do You Need a Permit for Airbnb in Estes Park?
Yes. Short-term rental hosts in Estes Park need the vacation home license from the Town of Estes Park, Town Clerk's Office. It costs $1,850 in the first year (For a three-bedroom home in 2026: $200 base fee, $150 for bedrooms and the $1,500 workforce housing fee, with the $200 application deposit credited toward the first-year total. A residential-zone lottery entry adds $50, and the housing fee is reset each year.) and $1,850 a year to renew.1,2,5

- One calendar year. Licenses expire on December 31 with a January 31 grace period for renewal; a residential-zone home that misses the deadline loses its license and must reapply under the cap.

Who qualifies
- The home must be inside town limits; homes in the unincorporated Estes Valley are licensed by Larimer County instead.
- In residential zones (E, E-1, R, R-1, R-2, RE, RM) only 322 licenses may exist and a new license requires a place on the waitlist won in the annual lottery; other zones have no cap.
- No license on a residential lot with an accessory dwelling unit, for employee, attainable or workforce housing units, or on the ground floor of a building fronting Elkhorn Avenue in the downtown commercial zone.
- Proof of ownership and proof of a current Colorado sales tax license.
- A local representative or property manager living in the Park R-3 School District or Estes Valley Recreation and Park District, reachable within 20 to 30 minutes.

- Association covenants can restrict short-term rentals separately from the Town license.
How to apply
- Confirm the home is inside Estes Park town limits and check its zoning on the Town's zoning map.
- In a residential zone, enter the waitlist lottery when it is announced (a lottery runs only when 10 or fewer requests remain on the waitlist); homes in other zones apply directly.
- Get a Colorado sales tax license from the Department of Revenue.
- Submit the online Vacation Home License application, signed by the owner of record and the local representative, with proof of ownership, proof of the sales tax license and the $200 deposit.

How These Rules Were Checked
Each rule on this page was checked in October 2026 against the official source cited beside it: the ordinance or statute, the permit office's own pages and the tax authority. Airbnb's help pages are cited on their own only for what Airbnb itself does, such as the taxes it collects and the permit checks it runs, and otherwise only beside an official source; news reports only for when a change was announced. Rules that could not be confirmed on an official page are left out. The Estes Park Municipal Code on Municode (Chapters 5.20 and 1.20) was read in a browser.
Rules change with council votes, court rulings and new state laws, so the page is rechecked every three months and whenever a scheduled change takes effect. It summarizes the rules for information and is not legal advice; the local authority has the final word on any application.
Listing figures come from AirROI's tracking of 1,400 active Estes Park Airbnb listings over the 12 months to September 2026.
