Your home
Can You Host an Airbnb in Honolulu? It Depends on the Home
Whether you can host in Honolulu turns on whose home it is and whether you live there.
Your own home, rented whole while you're away
Allowed with conditionsAllowed only if the home is in a resort-zoned or mapped apartment area; register it as a transient vacation unit ($1,000), hold State GET and TAT licenses, carry $1,000,000 of liability insurance and get an association letter if the building has one. Elsewhere on Oahu a stay under 30 nights is not allowed unless the home holds a nonconforming use certificate.7,8,9
A room in your home with you present
Allowed with conditionsRegistration as a bed and breakfast home is possible only in eligible areas: you or a permanent resident must be present, the home needs a real property tax home exemption and you must own at least 50 percent; up to two rooms with two adults each.7,9
A second home or investment property you don't live in
Allowed with conditionsAllowed as a transient vacation unit only where the property lies in a resort-zoned or mapped apartment area. In ordinary residential neighborhoods a rental under 30 nights is not permitted, and the city issues no new nonconforming use certificates.7,8
A home with a nonconforming use certificate
Allowed with conditionsHomes rented since before October 22, 1986 may keep operating if the certificate is renewed every year between September 1 and October 15; renewals now go through HNL Build, and a renewal not approved by October 15, 2026 expires automatically.7,8
Stays of 30 to 89 nights
Allowed with conditionsThe DPP says it enforces the short-term rental rules against stays under 30 consecutive days across the board. The ordinance text still sets the line at 90 consecutive days, and a December 2023 federal court order bars enforcing that 90-day rule only against 30 to 89 day rentals lawfully operating on October 23, 2022, so a 30 to 89 night rental started after that date rests on the DPP's stated enforcement practice, not on the court order. State GET and TAT still apply to any stay under 180 days.1,7,13,15
Permit
Do You Need a Permit for Airbnb in Honolulu?
Yes. Short-term rental hosts in Honolulu need the short-term rental registration from the City and County of Honolulu Department of Planning and Permitting (DPP), through the HNL Build portal. It costs $1,025 in the first year (A one-home host pays $1,000 to register with the city and $500 a year to renew. The state tax licenses add a one-time $20 (GET) and $5 (TAT), so the first year costs $1,025 before insurance and taxes.) and $500 a year to renew.7,8,9,10
- Who needs it
- Any owner or operator renting a unit for under 30 consecutive nights in a resort-zoned or mapped apartment-zoned area. Hotels, timeshare units and homes that already hold a nonconforming use certificate do not register under this system.7,8,9,10
- Issued by
- City and County of Honolulu Department of Planning and Permitting (DPP), through the HNL Build portal
- Valid for
- A registration lasts one year from the date the certificate is issued and renews annually. It is not transferable: a change in ownership of the property or in the operator of the unit needs a new registration.
- On listings
- The number must appear on every listing
- Platform checks
- Hosting platforms must register with the DPP and report each listing every month. Airbnb tells Honolulu hosts to add the tax map key, TAT number and registration number to the listing.

How These Rules Were Checked
Each rule on this page was checked in October 2026 against the official source cited beside it: the ordinance or statute, the permit office's own pages and the tax authority. Airbnb's help pages are cited on their own only for what Airbnb itself does, such as the taxes it collects and the permit checks it runs, and otherwise only beside an official source; news reports only for when a change was announced. Rules that could not be confirmed on an official page are left out. The Airbnb tax-collection list and the Honolulu code page for Article 2A were read from the live Airbnb page and an Internet Archive copy (June 2025) of American Legal Publishing; the DPP eligibility map is a JavaScript map and was not read.
Rules change with council votes, court rulings and new state laws, so the page is rechecked every three months and whenever a scheduled change takes effect. It summarizes the rules for information and is not legal advice; the local authority has the final word on any application.
Listing figures come from AirROI's tracking of 5,850 active Honolulu Airbnb listings over the 12 months to September 2026.
