Your home
Can You Host an Airbnb in Washington? It Depends on the Home
Whether you can host in Washington turns on whose home it is and whether you live there.
Your own home, rented whole while you're away
Allowed with conditionsAllowed where the city or county licenses it: Seattle needs the operator license and a business license, Spokane a permit, Vancouver a permit under its 870 cap and Port Angeles a Type I or Type II license. Leavenworth bars it in residential zones. Every host also needs $1 million of liability insurance and a state tax registration.1,18,20,24,27,30
A room in your home with you present
Allowed with conditionsState law does not classify an owner-occupied home that rents fewer than three rooms as a short-term rental, but city licenses and taxes still apply: Seattle's license covers rented rooms, Tacoma allows one or two rooms in an owner-occupied home with a business license, and Port Angeles licenses it as Type I.1,18,22,24
A second home or investment property you don't live in
Allowed with conditionsPossible in most large markets but limited: Seattle allows one secondary unit registered under RRIO, Tacoma lets an owner rent an entire home without living there, Port Angeles issues only 200 Type II licenses, Vancouver caps permits at 870 and Cle Elum requires 250 feet between residential rentals. Leavenworth's residential zones do not allow it.18,22,24,27,29,30

- Get a Washington business license through the Department of Revenue, with the city endorsement where the city requires one; online applications take about 10 business days, plus 2 to 3 weeks if city or state endorsements apply.
- Apply for the local license or permit: the Seattle Services Portal (after RRIO registration if the unit is not your home), Spokane's Accela portal, Vancouver's online permit form or Port Angeles' licensing portal.
- Carry $1 million of liability insurance or book only through a platform that provides it, and put the permit number in every listing where the city requires it.
- Register with the Department of Revenue for sales tax reporting even when Airbnb collects the tax, and claim the facilitator deduction on the excise tax return.
Permit rules
- State business license and tax registration
- A host must register with the Department of Revenue and hold a state business license when gross income reaches $12,000 a year or the business must collect sales tax, and the department treats advertising a home on an online marketplace as taxable business activity.10,12
- Department of Health license for three or more units
- A host who offers three or more lodging units for stays under 30 days needs a Department of Health transient accommodations license before operating or advertising; the annual fee is $230 for 3 to 10 units.2,8 In force since December 1, 2025
- Platforms must register with the state
- A short-term rental platform may not do business in Washington unless it complies with chapter 64.37 RCW, and it must register with the Department of Revenue and tell operators about their tax and safety duties.1

- Since May 12, 2025 a federal rule requires any advertised price for a short-term rental to show the total price, including mandatory fees such as cleaning fees; taxes and other government charges may be shown separately.6,37 In force since May 12, 2025
- Airbnb collects state and local taxes
- Airbnb collects and sends the state and local retail sales tax, special hotel/motel taxes and convention and trade center taxes to the Department of Revenue for Washington hosts, but the host still registers and reports the rental income.11,38,40 In force since October 15, 2015

What Washington Cities and Counties Can and Can't Regulate
- Owner-occupied homes renting fewer than three rooms

- In Tacoma the owner must live in the home to rent individual rooms or a separate unit such as an accessory dwelling unit, but an entire home can be rented without the owner living there.22 Applies to: Tacoma
- Port Angeles: 200 licenses for homes the host does not live in
- Port Angeles allows unlimited Type I rentals (the host's home, host present) but caps Type II rentals, which are not the host's home, at 200 licenses citywide, with one license per owner and per parcel; licenses have been required since July 1, 2024.24,25 Applies to: Port Angeles · In force since July 1, 2024
- Cle Elum: 250 feet between residential rentals
- Cle Elum allows unlimited short-term rentals in commercial zones, but rentals in residential districts must be at least 250 feet apart, and one host may own and operate at most three.29 Applies to: Cle Elum

How These Rules Were Checked
Each rule on this page was checked in October 2026 against the official source cited beside it: the ordinance or statute, the permit office's own pages and the tax authority. Airbnb's help pages are cited on their own only for what Airbnb itself does, such as the taxes it collects and the permit checks it runs, and otherwise only beside an official source; news reports only for when a change was announced. Rules that could not be confirmed on an official page are left out. The Department of Revenue's October to December 2026 lodging rate table is a spreadsheet and was read after download.
Rules change with council votes, court rulings and new state laws, so the page is rechecked every three months and whenever a scheduled change takes effect. It summarizes the rules for information and is not legal advice; the state agency and your city or county has the final word on any application.
