Your home
Can You Host an Airbnb in Rome? It Depends on the Home
Whether you can host in Rome turns on whose home it is and whether you live there.
Your own home or flat, rented whole while you are away
Allowed with conditionsAllowed as tourist-use accommodation with a CIA (€80), a Lazio CIR and a national CIN in the listing, gas and carbon monoxide detectors and extinguishers, guest reporting on Alloggiati Web and the tourist contribution of €6 per person per night, which Airbnb collects.1,13,18,27
A room in the home where you live
Allowed with conditionsRome's SUAR allows a part of the home only when it goes to one group per booking and the guests have a kitchen or cooking corner; letting rooms to different guests on separate bookings is treated as an unauthorised affittacamere. A B&B instead requires the host to keep a bedroom of their own and allows up to 4 rooms and 8 beds.14
An apartment in a condominium building
Allowed with conditionsThe city does not check condominium consent, but the condominium can sue a host it has not approved. For B&Bs, holiday homes and guest houses the SCIA must attach the notice to the condominium administrator.14
A shop or office you want to turn into a holiday home
Allowed with conditionsRome's planning norms approved on 23 July 2026 limit changes of use toward tourist-lodging uses, and the text adopted in December 2024 barred the conversion of non-residential property into holiday homes in the UNESCO site. An existing residential flat needs no change of use.19,21,23

Permit rules
- CIA at the city's SUAR
- Tourist-use accommodation (alloggio per uso turistico) starts with a CIA filed online with Roma Capitale's SUAR, with declarations that the home meets the requirements, an identity document and the €80 fee receipt. Regione Lazio calls it a simple notice of start of activity.12,13,19
- Lazio CIR before the CIN
- Every accommodation facility and tourist-use accommodation in Lazio must request the regional code (CIR) on the Ross1000 Lazio platform, after filing the CIA with the municipality. The CIR must exist before the national CIN can be issued.18,20 In force since September 1, 2024
- National CIN for every unit
- Every home or room let to tourists, including short lets of up to 30 nights, needs a CIN from the Ministry of Tourism. Renting without one is fined €800 to 8,000.1 In force since January 1, 2025
- SCIA for business-form hosts
- A host who rents in business form files a SCIA with the SUAP of the municipality; in Rome the fee is €100 for a business-form short let and €250 per property for a holiday home. Operating without a SCIA is fined €2,000 to 10,000.1,12 Applies to: business hosts · In force since January 1, 2025
- Show the CIN outside and in every ad
- The CIN goes outside the building, within any planning and landscape constraints, and in every advertisement wherever it is published. Failing to show it is fined €500 to 5,000 and the ad must be removed at once.1 In force since January 1, 2025
- Show the Lazio CIR in every ad
- Holders of tourist-use accommodation must state the Lazio CIR whenever they advertise, promote or sell the unit. Leaving it out is fined €500 to 5,000 under regional law.19,20 In force since September 1, 2024
- Platforms must print the CIN
- Agents and platforms must show the CIN of the unit in every listing. Airbnb asks for it in a mandatory field and can unlist a listing that has no CIN or valid exemption.1,25 Applies to: platforms · In force since January 1, 2025
- Airbnb collects the tourist tax in Rome
- Under an agreement with the city, Airbnb collects the tourist contribution from guests at booking and pays it to Roma Capitale by the deadline, refunding guests who qualify for an exemption. The host's payout is not reduced.27
- Short lets that are not tourist lodging need no CIA
- Rome's SUAR separates tourist-use accommodation, which needs the CIA, from other short lets, which still owe the tourist contribution but are not tourist lodging and need no CIA at the SUAR.14
Who can host
Who Can Host an Airbnb in Rome, and Where
- Up to two apartments, not as a business
- Tourist-use accommodation is hospitality offered occasionally and without running a business, in a maximum of two apartments in the same municipality, by owners, tenants or anyone who regularly holds the home. Rome's SUAR treats three or more holiday homes as a business that needs a SCIA.14,19
- Over two apartments counts as a business
- From 2026 the short-let tax regime applies only if a host lets no more than two apartments in a tax year (four until 2025). Beyond that the activity is presumed to be a business.7 In force since January 1, 2026
- Whole flat to one group per booking
- In tourist-use accommodation the entire apartment must be let to a single group or family under one booking. Renting single rooms to different guests on separate bookings risks fines for running an unauthorised affittacamere (room-letting business), and guests must have access to a kitchen or cooking corner.14
- No change of use for an existing home
- Tourist-use accommodation must meet the requirements for housing and the building and health rules but needs no change of use for planning purposes, so an existing flat can be let without a planning permit.19
- New planning rules limit conversions to tourist use
- Rome's revised planning norms (NTA), approved on 23 July 2026, limit changes of use toward tourist-lodging uses, create a separate planning sub-category for extra-hotel activities and bar them where non-residential property is converted to residential. The text adopted in December 2024 also blocked turning non-residential property into holiday homes in the UNESCO site.21,22,23 Applies to: buyers converting non-residential property · In force since July 23, 2026
- A city regulation on extra-hotel activities is planned
- The planning norms expressly allow Roma Capitale to adopt a municipal regulation that limits how extra-hotel activities can settle across the city. The city lists the regulation as being drafted; no text or date is published.23
- Condominium consent is not checked by the city
- The city does not check condominium consent for extra-hotel activities, but a condominium that objects can sue the host. For B&Bs, holiday homes and guest houses the SCIA must attach the notice sent to the condominium administrator.14
Operating rules
Operating Rules for Rome Short-Term Rentals
- Short let means 30 nights or less
- Italian law treats a rental of a home for up to 30 nights as a locazione breve (short let). Regione Lazio allows tourist-use hospitality even for a single night, so no minimum stay applies.2,19
- Stays of 31 nights or more
- Leases of more than 30 days are ordinary leases that must be registered with the tax agency. Airbnb lets a host keep hosting without a CIN only by setting a 31-night minimum stay.25
- No yearly night cap in the rules read
- Neither the national rules, the Lazio definition of tourist-use accommodation nor Rome's SUAR guidance sets a maximum number of nights per year; the limit is the two-apartment ceiling before the activity counts as a business.14,19
- No extra services, no hotel names in ads
- Tourist-use accommodation may not offer services beyond what the home already has, and its advertising may not use the names of extra-hotel types such as B&B, holiday home or guest house. Food and drink service is banned.19
- Housing standards set the guest capacity
- Airbnb's Rome page lists the housing standards for a rental: 14 square metres of living area per person for the first four guests and 10 for each additional guest, rooms of at least 9 square metres (14 for a double bedroom), a 2.70 metre ceiling and direct natural light.19,27
- Gas, CO detectors and extinguishers
- Every rented unit needs working detectors for combustible gas and carbon monoxide and portable fire extinguishers, one per 200 square metres of floor (or fraction), with at least one per floor. Missing devices are fined €600 to 6,000 per violation.1 In force since January 1, 2025
- €6 per person per night, up to 10 nights
- Rome charges its contributo di soggiorno (tourist contribution) at €6 per person per night for tourist-use accommodation and other short lets, for up to 10 consecutive nights in the same property in a calendar year. Children under 10 do not pay.4,11,15 In force since October 1, 2023
- Whoever collects the rent owes the tax
- Hosts, agents and portals that collect or take part in the payment of the rent are responsible for paying the contributo to the city, with a right to recover it from guests. Payment is due by the 16th day after each quarter, including amounts guests did not pay.4
- Report guests to the police
- Guest details are sent through the Polizia di Stato's Alloggiati Web portal within 24 hours of arrival, after requesting credentials from the Questura. Rome's SUAR lists this among the duties of every tourist-use accommodation.8,15
- Monthly arrivals data to the Region
- Hosts of tourist-use accommodation send arrivals and nights electronically to Regione Lazio by the 5th of the following month. Missing it is fined €1,000 to 2,000.19,20
- Check each guest's face against the ID
- The Council of State held in November 2025 that the host must check in person that the guest matches the identity document; fully remote check-in is not enough. A video-entry device, digital peephole or QR code that captures a still image can meet the duty.9 In force since November 21, 2025
- A check can end the CIA
- After a check, the SUAR sends a notice of proceedings or a warning to regularise. If the city then declares the benefits of the CIA lapsed, the host cannot continue and must file a new CIA to restart.16
Taxes
How Much Are Airbnb Taxes in Rome?
No percentage tax applies to a Rome stay: guests pay a flat €6 per person per night, for up to 10 consecutive nights, and Airbnb adds it to the booking.
| Tax | Rate | Collected by |
|---|---|---|
| Tourist contribution (contributo di soggiorno) €6.00 per person per night for tourist-use accommodation and other short lets, for up to 10 consecutive nights in the same property in a calendar year; children under 10 are exempt. | €6 a night4,10,11,15,27 | Airbnb |
What the host still handles
- CIA with Roma Capitale's SUAR (SCIA for a business), then the Lazio CIR on Ross1000 and the national CIN on the BDSR
- Alloggiati Web account with the Questura, to report guests within 24 hours of arrival
- Monthly arrivals and nights report to Regione Lazio by the 5th of the following month
- For stays the host collects directly: the quarterly tourist-contribution communication and payment by the 16th day after each quarter, and the annual declaration by 30 June (Airbnb files for stays it collects)4,6,10,11,15,26,27

How These Rules Were Checked
Each rule on this page was checked in October 2026 against the official source cited beside it: the ordinance or statute, the permit office's own pages and the tax authority. Airbnb's help pages are cited on their own only for what Airbnb itself does, such as the taxes it collects and the permit checks it runs, and otherwise only beside an official source; news reports only for when a change was announced. Rules that could not be confirmed on an official page are left out. Airbnb Help Center article 1394 (Responsible hosting in Italy) only loads in a browser and was read there.
Rules change with council votes, court rulings and new state laws, so the page is rechecked every three months and whenever a scheduled change takes effect. It summarizes the rules for information and is not legal advice; the local authority has the final word on any application.
Listing figures come from AirROI's tracking of 29,000 active Rome Airbnb listings over the 12 months to September 2026.
