Your home
Can You Host an Airbnb in Panama City Beach? It Depends on the Home
Whether you can host in Panama City Beach turns on whose home it is and whether you live there.
Your own home, rented whole while you're away
Allowed with conditionsAllowed with a city Vacation Rental Certificate, a DBPR license, a city Business Tax Receipt and a Bay County tourist tax account, if the home sits in a zoning district that allows transient rentals (R-2, R-3, R-TH, CL, CM, CH, or R-1C south of Front Beach Road). The city sets no owner-occupancy rule and no night cap.3,4,13
A room in the home you live in, with you present
Allowed with conditionsA single room does not need the state DBPR license, and the city certificate is defined for dwelling units that are public lodging establishments. Bay County's tourist tax covers rentals under six months, including rooming houses and single-family dwellings, and the zoning district still has to allow transient rentals.1,3,17,22
A condo unit or apartment
Allowed with conditionsEach unit needs its own certificate and a sticker or decal on a door, window or wall instead of a sign on the property. Since July 23, 2026 apartments are covered by the certificate requirement. A condo's declaration or HOA rules can add limits, but amendments banning rentals bind only owners who consent or buy later.2,7,13
A house in a single-family neighborhood outside the listed districts
Allowed with conditionsThe city code lists the districts where transient residential rentals are allowable and the registration form says the property must be in one of them. Single-family districts other than R-1C south of Front Beach Road are not on the list, so check the parcel's zoning with the city first.3,16,28
Permit
Do You Need a Permit for Airbnb in Panama City Beach?
Yes. Short-term rental hosts in Panama City Beach need the vacation rental certificate from the City of Panama City Beach, Fire Rescue (Fire Inspections Division). It costs $480 in the first year ($250 city registration (initial inspection included) plus $230 for the DBPR license in its first year ($50 + $10 + $170); renewal is the $150 city fee plus the $180 DBPR renewal ($10 + $170). Excludes the city business tax (1% of gross rental sales, $50 minimum), the tourist tax, a $75 re-inspection fee and any late fees.) and $330 a year to renew and must be renewed every year.1,10,11,12,13,16,22,28
- Who needs it
- Any owner of a home, condo, cooperative unit or apartment inside Panama City Beach city limits that is rented to guests more than three times a year for stays under 30 days, or advertised as regularly rented. Rentals in unincorporated Bay County follow county Ordinance 23-18 instead.1,10,11,12,13,16,22,28

- City of Panama City Beach, Fire Rescue (Fire Inspections Division)
- Valid for
- One year. Renewal applications are due by October 1 each year, and a renewal is delinquent from the next business day once past due; a change of ownership needs a new registration.

Permit rules
- Every rental in city limits needs a Vacation Rental Certificate
- All vacation rentals inside Panama City Beach city limits must hold a valid Vacation Rental Certificate from the city. Renting or allowing occupancy without one is unlawful.1,13 In force since September 28, 2023
- A state DBPR vacation rental license comes first
- The city asks for proof of a Florida DBPR vacation rental license when registering. DBPR licenses each public lodging establishment, and the license cannot be transferred between places or people.5,13,22 Applies to: whole-home rentals
- Three rentals a year under 30 days triggers licensing
- A home, condo or unit rented more than three times in a calendar year for stays under 30 days, or advertised as regularly rented to guests, counts as a vacation rental. Renting only a room does not need the state license.13,22 Applies to: entire units
- Four documents go in with every registration
- New and renewing applicants upload a notarized Vacation Rental Registration Affidavit, proof of the DBPR license, proof of registration for the Bay County tourist development tax, and the city Business Tax Receipt number. The ordinance also asks for evidence that any pool is licensed and inspected.1,13
- Renewal is due October 1, with late fees after that
- Renewal applications are due by October 1 each year, and a certificate not renewed on time expires on delinquency. For renewal cycles due on or after October 1, 2026, the city charges $175 (1 to 30 days late), $200 (31 to 60) or $250 (61 to 90) in place of the $150 renewal fee; after 91 days renewal eligibility is lost and a new $250 registration plus a $100 late fee ($350) applies.2,12,13 In force since October 1, 2026
- The certificate number must appear on every listing
- The owner must show the Vacation Rental Certificate number on each listing on a hosting platform such as Airbnb, VRBO or Booking.com. Advertisements may not misstate occupancy, parking capacity or restrictive covenants.1 In force since September 28, 2023
- Exterior sign or decal with a 24/7 contact and the certificate number
- Single-family and other houses post a sign visible from the street; condos, cooperatives and other rentals use a decal or sticker on an exterior door or window. It shows the responsible party's name and 24/7 number and the certificate number.13,14
- City Business Tax Receipt: 1% of gross rental sales
- Every rental needs a city Business Tax Receipt. The fee is 1% of gross sales with a $50 annual minimum, paid monthly (3% off if received by the 10th), and hosts who book through Airbnb or VRBO report and pay it themselves. Late payments add 8% a month.15,16
- Register for Bay County's 5% tourist tax before applying
- Proof of registration for the Bay County tourist development tax is one of the four documents the city requires. All owners and operators register, collect the tax from guests and remit it to the Bay County Tax Collector.13,17,20
- Airbnb tells hosts to register with the city and add the license number
- Airbnb's Panama City Beach help page directs hosts to register their short-term rental with the city and to add the license number to the listing.28 Applies to: Airbnb hosts
Who can host
Who Can Host an Airbnb in Panama City Beach, and Where
Florida state law applies on top of Panama City Beach's own rules: the Florida short-term rental regulations page covers the state license and what cities and counties can and can't regulate.
- The property owner applies, one certificate per dwelling unit
- The property owner applies for the certificate and renews it each year for as long as the unit is rented; each dwelling unit needs its own certificate. A new owner must register again.1,13 In force since September 28, 2023
- Transient rentals are allowable only in listed zoning districts
- The Land Development Code makes transient residential rentals allowable in the R-2, R-3, R-TH, CL, CM and CH districts and on R-1C parcels south of Front Beach Road. The city's registration form asks for the zoning district and says the property must be in a district that allows short-term rentals. State law (s. 509.032(7)(b)) bars local rules that prohibit vacation rentals, except those adopted on or before June 1, 2011, so confirm a parcel's status with the city before buying.3,16,28 Applies to: properties in city limits · In force since December 10, 2015
- Apartments joined the certificate requirement in July 2026
- Ordinance 1684, adopted July 23, 2026 and in force on passage, brings apartments (self-contained units in a building under common ownership or management, not owned as condos) under the certificate requirement. Like condos, apartments post a sticker or decal on a door, window or wall, visible from outside, instead of a sign on the property.2 Applies to: apartment units rented under 30 days · In force since July 23, 2026
- Condo rental bans bind only consenting or later owners
- A condominium amendment that prohibits renting, changes the rental term or limits how often units can be rented applies only to owners who consent and owners who buy after the amendment takes effect. The condo's declaration still controls alongside the city certificate.7 Applies to: condominium units
- An HOA can restrict rentals under six months, or more than three a year
- A homeowners' association may amend its governing documents to prohibit or regulate rentals for terms under 6 months and to prohibit renting a parcel more than three times a year, and such amendments apply to all parcel owners.8 Applies to: parcels in homeowners' associations

Operating Rules for Panama City Beach Short-Term Rentals
- City rules stop at the city limits
- The city's certificate applies only inside the Panama City Beach city limits, which the city shows on a voting-wards map. - Hardwired smoke detectors and combination CO detectors
- Since October 1, 2025 every unit needs hardwired, interconnected smoke detectors with battery backup in bedrooms and hallways, with an exception for units built before 1983. Combination carbon monoxide detectors are required in all sleeping areas.14 In force since October 1, 2025

- Homes with two or more stories need hardwired emergency egress lights with at least 90 minutes of battery backup above the stairwells, in place since October 1, 2025.14 Applies to: homes with two or more stories · In force since October 1, 2025
- Maximum guests: 150 or 200 square feet per person
- The fire inspector sets the maximum occupancy on the certificate: 150 square feet of gross floor area per person in one- and two-family dwellings licensed as public lodging, and 200 square feet in all other rentals (150 if the inspector finds the unit meets egress and travel requirements). Results round up to the next whole person.1,14 In force since September 28, 2023
- A local contact must answer 24/7 and arrive within an hour
- The owner or a designated adult serves as the rental responsible party, reachable by phone around the clock, able to reach the unit within one hour if needed, and checking the unit at least weekly. Failing to respond to calls more than three times can lead to suspension or revocation of the certificate.1,14 In force since September 28, 2023

What the host still handles
- City of Panama City Beach Vacation Rental Certificate, renewed by October 1 each year, with an annual fire inspection (STR Portal).
- Florida DBPR vacation rental license for whole-home rentals under 30 days, renewed each year on June 1 for Bay County.
- City Business Tax Receipt: register through the city's Business Tax Division and report and pay 1% of gross rental sales, including Airbnb bookings, with a $50 annual minimum.
- Bay County tourist development tax account with the Bay County Tax Collector: a monthly return is due the 1st and late after the 20th, even when no rent was collected. Airbnb does not file this tax.
- Florida Department of Revenue: register (DR-1, online) to collect, report and remit sales tax on transient rentals. Airbnb remits the 6% state tax and the 1% surtax on its own bookings, so confirm with the Department whether an Airbnb-only host still files returns.9,15,17,18,19,23,25,26,27
Fines
How to Avoid Airbnb Fines in Panama City Beach

- Late renewal fees apply to renewal cycles due on or after October 1, 2026: $25 at 1 to 30 days, $50 at 31 to 60 days and $100 at 61 to 90 days on top of the $150 renewal fee; after 91 days renewal is lost and a new application costs $250 plus a $100 late fee.2,12,13

- Late Bay County tourist tax returns lose the collection allowance and carry a penalty of 10% for every 30 days delinquent, up to 50% of the tax due, with a $50 minimum (also on zero-dollar returns), plus interest.17

How These Rules Were Checked
Each rule on this page was checked in October 2026 against the official source cited beside it: the ordinance or statute, the permit office's own pages and the tax authority. Airbnb's help pages are cited on their own only for what Airbnb itself does, such as the taxes it collects and the permit checks it runs, and otherwise only beside an official source; news reports only for when a change was announced. Rules that could not be confirmed on an official page are left out. Ordinances 1632 and 1684 (scanned PDFs) were read as page images fetched in a browser; pcbfl.gov pages were read in a browser and, where the script could, through the city's civicplus.com mirror.
Rules change with council votes, court rulings and new state laws, so the page is rechecked every three months and whenever a scheduled change takes effect. It summarizes the rules for information and is not legal advice; the local authority has the final word on any application.
